Charlotte City Government issued the following announcement on July 20.
Charlotte City Council is considering how to allocate $71 million to the community and city operations since the city received another round of coronavirus recovery funding from the federal government this year.
The proposed framework devotes $60 million to community-facing services that address housing and homelessness, workforce development and employment, and community vitality. The remaining funds would be earmarked for city operations impacted by the pandemic.
Funds can be used for:
-Households, small businesses and nonprofits, or impacted industries such as tourism, travel and hospitality.
- Premium pay to eligible essential workers.
-Government services.
-Investments in water, sewer or broadband infrastructure.
$20M – Housing and Homelessness
-Up to $10 million for the 2025 Charlotte-Mecklenburg Housing & Homelessness Strategy.
-$10 million to help homeowners stay in place.
$16M – Workforce Development and Employment
-$1 million for the Open for Business digital platform.
-$1 million for the city’s strategic plan to create and fill good jobs, and a workforce study of the Corridors of Opportunity.
-$4 million to spur on visitor spending and job creation by supporting the Charlotte Regional Visitors Authority, and for a grant program for impacted hotels.
-$5 million for hiring grants, supporting partners that offer upskilling opportunities, and implementing the workforce study.
-$5 million for small business partners, such as chambers of commerce, and providing innovation grants to small businesses.
$24M – Community Vitality
-$2 million for YMCA of Greater Charlotte youth programs.
-$2 million for arts and culture.
-$5 million for reducing and responding to violent crime.
-$5 million in grants to small nonprofits, with a focus on equity, neighborhood development and the environment.
-Up to $10 million for more internet access, devices and digital literacy.
$11M – City Operations
-Approximately $5 million to invest in information technology and facilities — supporting health and safety, and a more mobile and remote workforce.
-Personal protective equipment.
The City of Charlotte will receive another $71 million in 2022 as part of a second phase of American Rescue Plan funding, for a total of $142 million.
The American Rescue Plan also provided $168 million in recovery funds to Charlotte Douglas International Airport - CLT, $88 million to the Charlotte Area Transit System (CATS), $318 million to Charlotte-Mecklenburg Schools and $216 million to Mecklenburg County Government. The city will also administer $29 million in rental assistance and $12 million in homelessness assistance.
City staff and the council will work together to determine final recommendations.
